I enclose herewith a letter of appointment, naming you to be Commissioners to investigate the Claims of Chinese to property on Kowloon in terms of the Sixth Article of the Convention of Peking.
So soon as officers shall be appointed to act on behalf of the Chinese Government in this matter,
